Work with us

Regulatory Economics

  • Working alongside a global engineering firm, Strabo Rivers provided specialist regulatory economics advice to support Sunwater’s 2025–30 price review before the Queensland Competition Authority. This included analysis and calculation of the weighted average cost of capital (WACC), engagement with regulatory precedents across Australia’s economic regulators, and preparation of supporting material aligned with Queensland regulatory requirements.

Business Case Development

  • Strabo Rivers is supporting the development of the Full Business Case for the Macquarie–Wambuul Water Security Project, a major regional water security initiative in NSW. The work focuses on economic and financial analysis, options assessment, and contribution to the project’s investment logic in line with NSW Treasury and Infrastructure NSW requirements. This includes integration of hydrology, demand analysis, risk and uncertainty, and funding considerations to support government investment decision-making.

Investment Prioritisation

  • Strabo Rivers supported Melbourne Water’s Flood Risk Reduction Program through the development of a portfolio-level investment prioritisation framework and decision-support tool. The work focused on establishing clear investment objectives and a transparent method to rank flood-mitigation projects based on risk reduction, benefits and costs. The framework supports consistent, repeatable investment decisions across Melbourne Water’s service area and informs long-term capital planning for flood-risk management.

Flood Management & Building Resilience

  • Strabo Rivers partnered with communications designer Dr Paula Hardie to deliver a comprehensive Flood Management Plan for the Flow Apartments Body Corporate Committee. We drew on our experience from award-winning community-led resilience initiatives with Resilient Kurilpa, the lived experiences of the Committee volunteers, external engineering advice, and our own expertise in flood infrastructure advisory and strategic design to develop an innovative disaster plan for a West End apartment community.


After the experience of two floods, we engaged Strabo Rivers to bring order and clarity to what we had learned. Their people-focused, structured approach captured residents’ lived experience and translated it into a clear, practical Flood Management Plan tailored to our building. The process lifted a huge burden from the volunteer committee and produced practical tools that empower residents, future committees and building managers to prepare, respond and recover with confidence. The result is stronger governance, real resilience, and fewer avoidable costs when floods occur.”
